Cass County Commission approves feasibility study for sheriff’s office addition, road engineering and two land‑use proposals

The Cass County Commission on April 1, 2026, approved measures to study and plan several local infrastructure projects and cleared two zoning applications, voting 2-0 on each item.
The commission voted to adopt Resolution 26 S 29 to contract with HMN Architects Incorporated to prepare a feasibility report for an addition to the Cass County Sheriff’s Office intended to house the Western Missouri Internet Crimes Against Children unit. Mr. Weber, speaking during discussion, said the current building is more than 20 years old and that "relocating to the north seemed to be considerably more expensive," so the county opted to pursue an on-site addition to stay within budget.
The commission also approved Resolution 26-30, a work order with Great River Engineering Associates Incorporated for engineering services on the Link Road structural project. Travis, a county staff member who presented the item, said, "we've got a culvert that's basically beyond its service life," and that the hired firm will perform a watershed study, obtain required permits and determine appropriate sizing for a box culvert to be installed later this year.
Separately, the panel approved Resolution 26-31, a cooperative public infrastructure agreement with the city of Belton related to the North Cass Parkway project. Each resolution passed on a unanimous recorded vote of two in favor and zero against.
On land‑use matters, the commission approved Codes and Zoning Application 3173, a preliminary plat called Prairie Ridge Acres that subdivides roughly 40 acres on the north side of East 203rd Street near South Prairie Lane Road in Peculiar into seven lots (five just over five acres and two about 6.8 acres). Valerie, a county planning staff member, noted the Planning Board had voted unanimously to recommend approval and that no members of the public spoke for or against the application.
The commission also approved Application 3180, a lot split/rezoning for a parent tract on South Austin Road in Archie. Valerie said there had been a correction at the Planning Board hearing clarifying the parcel is just over 40 acres, split into approximately 13 acres and 27.2 acres; the Planning Board recommended approval 6-0 and no public testimony was offered.
There were no public comments during the general public comment period. Commissioners then moved to enter closed executive session under Missouri statute 610.021.1 for legal matters; the roll call to start executive session was taken and the meeting recessed.
Actions taken at the meeting were procedural approvals and directing staff to proceed with engineering, planning and feasibility work; no new construction contracts or spending authorizations beyond study and engineering scopes were finalized at this session.
