Kirkland asks Clinton County for $35,000 to map storm drains after flooding; council approves support

Town officials from Kirkland told the Clinton County Council they need county help to map county storm tiles and create a comprehensive stormwater plan after recent flooding.
"I'm Mindy Job, Kirkland Town Council President," Job said, and she explained that the community plans to apply for a $30,000 OCRP planning grant with an application due July 12 and requested an additional $35,000 in county funds so the town can begin survey work this summer. Town superintendent Billy Walker said county tile lines in town were not reliably mapped and that the comprehensive plan would document locations, depth, size and flow capacity of tiles tying into county systems.
Council member Carol moved to provide $35,000 from county economic development (seated) funds to support the Kirkland planning grant; the motion carried 5–0. The town said the survey would help both town operations and county mapping updates and that some work should begin in summer if funding is available.
Council members and staff emphasized coordination with county surveyor Dan Sheets and the stormwater board so mapping and work‑plans reflect shared infrastructure. The approved county contribution is intended to help Kirkland start survey and design work and to increase competitiveness for the OCRP planning grant.
