Council hears multiple resolutions: honorary street signs, appointment, EDA grant and Deshong Park maintenance

During the May 11 deliberative meeting council reviewed a slate of resolutions. Councilwoman Williams described R-55 through R-57, each authorizing the installation of honorary street signs renaming portions of city streets in recognition of local leaders (examples in the transcript include naming portions of Booth Street for Bishop Dickey Robinson and portions of Edwards Street/2nd Street for Reverend Dr. William Rocky Brown). Councilwoman West presented R-58 (renaming a portion of Ward Street for Nike's Farlow Davis) and R-59 (appointment of Susan Dennis to the Stormwater Authority to fill the unexpired term of John Shelton Sr., term to expire Oct. 28, 2028).
Director Nona Watson presented R-61, asking the city to accept a U.S. Economic Development Administration Distressed Area Complete Pilot Program Phase 1 strategy development grant of $400,000. The resolution authorizes the mayor or designee to execute necessary documents and names Tech Central Network as the nonprofit partner (not to exceed $140,000) and Just Strategies as the Recompete Pilot Program coordinator (not to exceed $80,000).
Chief Moore presented R-62, an agreement between the City of Chester and the Delaware County Industrial Development Authority under which the city would maintain Deshong Park’s lawn and grounds from May 15 through the end of October for a sum of $15,000; the funds would be used, in part, to purchase equipment. Council and staff clarified that the IDA retains responsibility for buildings and the brickwork (sidewalks) around the former museum property and that sidewalk/brick repairs are not part of the maintenance agreement.
