At the May 11 deliberative meeting the city solicitor read four ordinances set for final reading: B2 would add Article 521 on booting and vehicle immobilization to establish procedures for immobilizing and removing vehicles, collecting unpaid parking fines, and penalties; B3 would amend Article 317 (parking tax) to update definitions, reduce penalty rates, and create an amnesty program for delinquencies; B4 would amend traffic code Article 523 to update definitions, create a stadium district meter zone and establish dynamic pricing for meters; and B5 would enact Article 319 to create an amusement tax, citing the Local Tax Enabling Act (53 PS §6901).
Council members asked staff to summarize changes between readings for B2, including technical edits and fee language. The solicitor noted the booting ordinance specifies a license fee of $200 up front with a $100 renewal, and the boot-removal hearing language was adjusted so a hearing must be held during normal business hours within three business days (changed from one day) when a demand is made.
Other ordinance text changes were described as technical (dates, definitions) and the solicitor said those edits had been circulated to council in a tracked-changes document.
