Millersville Borough Council on its regular meeting approved the establishment of an escrow for total improvements and authorized execution of three development agreements needed to begin full construction of the Cottage Avenue Solar Project.
Borough Manager Rebecca said the project at 240 East Cottage has completed engineer review and that "the letter of credit" supporting the work "is in hand," and reminded council that it had given conditional approval for the project last year. She told council the agreements before them include a stormwater management agreement, a developers agreement tied to the letter of credit, and a grant of public right-of-way to allow the borough to address an S-curve or future curb and sidewalk needs on Cottage Avenue.
A council member moved to establish an escrow for total improvements in the amount of $284,795.30; the motion carried with one member recorded as opposed. The council later voted to approve execution of the stormwater management agreement, the developers agreement, and the grant of public right-of-way; there was no roll-call tally recorded in the transcript for that second vote.
The motions are administrative steps tied to the project’s land-development approvals. Rebecca said the escrow and agreements were reviewed by the borough engineer and solicitor and were required before the project could "commence fully." No council member spoke to alter the escrow amount during discussion recorded in the transcript.
What happens next: with the escrow established and the agreements executed, the project team will be able to proceed with the improvements authorized under the approved land-development plan. No additional conditions or formal appeals were recorded in the meeting transcript, and the council did not attach further amendments to the approvals.
