Board approves IDOT grant amendment and intergovernmental agreement with Effingham to keep regional transit running

The Shelby County Board approved an amendment to accept Illinois Department of Transportation local project funding and agreed to an intergovernmental arrangement for regional public transportation in order to maintain services.
County staff described the IDOT local project funding (approximately $1.5 million in grant flow-through money) and recommended a budget amendment so the county could accept and pass the funds through for bridge reconstruction and township bridge projects. The motion to amend the FY2026 budget to accept the funds passed unanimously.
Separately, because Shelby County's FY24 grant audits remain incomplete, county staff and CFS representatives said the county risked being unable to serve as the official grantee for FY27 transit funds. To avoid service disruptions, the board approved an ordinance and intergovernmental agreement allowing Effingham County to serve as grantee and public transportation provider for Shelby and several neighboring counties. A CFS representative said the move was necessary to prevent service shutdown while audits are finalized.
Board members expressed that the IGA and grant acceptance preserve transit operations across Shelby, Christian, Clay, Montgomery and other counties represented in the agreement and gave staff direction to continue audit reconciliation so Shelby could resume grantee responsibilities when compliant.
The board also approved highway items including a low-bid award for bridge replacement and several permit and weight-restriction actions aimed at protecting thin-surfaced county roads.
