Howard County commissioners approve routine maintenance contracts, jail key system and CASA contract

Howard County commissioners approved a series of routine departmental expenditures and a contract form during their meeting.
The board approved repairs to a CASA facility roof and the installation of gutters after county maintenance staff reported a $10,858 roof-restoration quote from Global Building Solutions plus $2,340 for gutters from Brocks Guttering, totaling $13,198. County staff said the work would include cleaning, tightening and waterproofing fasteners, then applying a high-grade polyurethane sealant, and recommended using capital-building-upgrades funds from budget line 1138.47243 (transcribed as Kumap/Kumcap). "The total for the project would be $13,198," said Mr. Stone Street, who presented the estimate. Commissioners moved, seconded and approved the expenditure by voice vote.
Commissioners also approved replacement of the building'wide fire alarm/control system after officials reported the existing MCI-manufactured panel's LCD screen was failing and the manufacturer no longer supported compatible parts. The county provided an estimated replacement cost of $24,442.19 and said replacement was necessary to avoid potential fines and continued operational risk. A commissioner stated there was "no way out of this" and the motion to replace the panel was approved by voice vote.
The board approved the purchase of a computerized key-management system for the jail presented by Matt. The presenter said the system will assign and track keys electronically, allow supervisors to control key access levels, and can be moved to the new jail facility when that building is completed. Commissioners were told the purchase would be paid from the county misdemeanor fund, which the presenter described as state-provided reimbursements for holding misdemeanor inmates. Commissioners moved and seconded the purchase and approved it by voice vote.
Separately, the board accepted an amended contract-services agreement used for contract CASA providers. Holly, who presented the contract, said it reduces a prior minimum-case threshold from eight cases to three to reflect recruiting realities; Mr. Wilson reviewed and suggested two provisions that were added. Commissioners approved the amended template and authorized a commissioner to sign documents and route them to the auditor's office.
