County seeks engineering firm to inventory and verify lead service lines; contract capped at $1.355M

Nash County staff told commissioners they were awarded state lead service line replacement (LSLR) funds and recommended contracting for engineering and surveying services to complete required inventories.
The county will inventory Area 2 (Northern Nash Water & Sewer District and Central Nash Water & Sewer District) and update the initial inventory submitted October 2024. Methods include records research (tap cards, deeds, tax listing), customer self‑report letters and field verification by meter‑pit inspection or hydro‑excavation. Deliverables include written reports, updated NC DEQ inventory templates, an updated GIS layer and a heat map identifying priority replacement areas.
Staff said five proposals were received and recommended Mac Gay Associates with a contract not to exceed $1,355,000, subject to board approval and an explicit cap in the agreement. The fee will be paid with grant funds; staff said the grant term had been extended to December 2026 to allow completion.
The board approved the engineering and surveying services agreement and authorized the manager to execute the contract.
Why it matters: The EPA's Lead and Copper Rule revisions require accurate inventories to prioritize replacement; the county will use the deliverables for targeted replacement and to apply for implementation funding.
