Valley View Consulting presented Gregg County’s quarterly investment report for the period ending March 31, 2026, and commissioners approved the report during the April 28 meeting.
Adam Ringenberg, representing Valley View Consulting, told the court the county’s portfolio balance increased from $137,952,895 as of Dec. 31, 2025, to "140 million plus" as of March 31, 2026. He reported a quarter average yield of 3.76%, a fiscal year‑to‑date average yield of 3.82% and interest income for the quarter of $1.2 million (bringing fiscal year‑to‑date interest to about $2.6 million).
Ringenberg described the portfolio mix—most funds held in short‑term liquid instruments, $10–20 million positioned in six‑month to two‑year maturities and a roughly $15 million security maturing in about two-and-a-half years. He said roughly $57 million was in fixed‑maturity holdings (CDs and securities) and recommended continuing the current strategy of laddering maturities to take advantage of higher rates while maintaining liquidity. "The strategy will continue as it has been. We'll keep lading out, take advantage of higher interest rates for longerterm maturities, and keep you guys liquid or cash on hand as needed," Ringenberg said.
Commissioners had no substantive questions and moved to approve the quarterly investment report as presented.
The presentation provided the court with an overview of cash position, yield environment and short‑term/liquid allocation decisions that will guide near‑term investment choices and maturity ladders.
