Gregg County issues two proclamations and approves routine transfers, water service requests and grant selection committee

At its March 17 meeting, the Gregg County Commissioners Court approved two proclamations and several routine consent items, including a precinct overtime transfer, water service installations, and the formation of a selection committee for a Community Development Block Grant (CDBG-CD) application.
Regina Wayne read a proclamation asking the court to approve 'Women in Long View Day' for March 19, 2026, outlining the group's history and its scholarship work. "I'm Regina Wayne, and I'm here on behalf of the Women in Long View to read the proclamation and to receive approval," she told the court. The court approved the proclamation by voice vote after a motion by Commissioner Wingo and a second by Commissioner Craig.
Sandra Taylor, joined by board members Jay Mitchell and Mr. Crane, accepted a proclamation designating March 2026 as Developmental Disability Awareness Month and emphasized inclusion. In her remarks she referred to people with developmental disabilities as "God's special children" and urged community support. The court approved that proclamation by voice vote following a motion by Commissioner Wingo and a second by Commissioner Craig.
On administrative matters the court approved a $15,000 transfer from temporary help to overtime for Precinct 3. It also approved two Tri Road Special Utilities District requests to install water service lines — a proposed 2-inch service on Green Hill Road (about 160 ft north–south, extending ~50 ft) and a 1-inch service on Skinner Lane (beginning about 21 ft south of FM 449, extending ~65 ft); court members commented on the narrowness and crowding of some small roadways. The court approved a selection committee (Judge Bill Stout; Craig Sherwood, Liberty City Water Supply; and Jeremy Hughes, maintenance director) to evaluate engineering services for a TX CDBG-CD application on behalf of Liberty City Water Supply Corporation (application CDV25-0421, RFQ2026-3). Motions for these items were moved and seconded as recorded and passed by voice vote.
The meeting then moved on to a larger procurement award and adjourned.
