City updates board on biosolids dryer pilot; vendor output below specifications

Staff reported the biosolids dryer contractor (BCR) is operating at about 50% of expected throughput and producing product not yet to specification; the city is cleaning the holding tank and working with the vendor on process and chemical adjustments.
Chris updated the Utility Advisory Board on May 18 that the biosolids dryer pilot, run by contractor BCR, is producing product but not at contractual specifications. He said the dryer is operating at roughly 50% of the expected throughput and the end product sometimes is "too chunky" or too runny to meet the target dryness and throughput rates.
Staff are working with BCR on operational changes and are cleaning and disinfecting the holding tank for sludge that feeds the dryer. Chris said tank cleaning and blower maintenance are underway, the tank was nearly empty and staff expected to disinfect and refill it; the vendor and staff are also testing polymers, feed rates and temperatures to improve output and achieve design throughput and dryness.
Chris and other staff emphasized continued testing and iterative adjustments. No contract changes or financial details were discussed at the meeting. The board heard that the vendor has technicians on site seven days a week and that staff are cautiously optimistic the fixes will deliver a compliant product.
