Joint planning commissions approve conditional use permit for oversized accessory building near Sioux Falls

At a joint meeting, the Lincoln County Planning Commission and the City of Sioux Falls Planning Commission approved a conditional use permit to allow a 760-square-foot addition to an existing accessory building located about a half-mile east of the Sioux Falls corporate limits.
Toby Brown, representing the county planning and zoning department, told commissioners the subject property is zoned A-1 agricultural and already contains multiple accessory buildings, including one measuring about 3,744 square feet and two others totaling roughly 4,032 square feet. Brown said the proposed 760-square-foot addition triggers a conditional use permit because accessory buildings over 1,200 square feet require review in the subdivision context.
Brown said staff had posted the property and received no public comments, and noted that several nearby properties have previously received conditional use permits for oversized accessory buildings. "From a staff perspective, we didn't think that it's going to overall change the character of the area," Brown said, and recommended approval with seven conditions listed in the staff report.
The applicant, who did not provide a name at the meeting, told commissioners the addition is intended for personal storage and display of a growing collection of small tractors. "The reason I'm asking to build on is cuz I have a collection of tractors, little tiny tractors," the applicant said.
County-side commissioners moved and seconded the motion to approve the conditional use permit (mover: Scott; seconder: Boots). The county roll call recorded Commissioner Moser as yes, Sweetser yes, Boots yes, Scott yes, Schmidt initially recorded as "pass," and Jungling yes; the motion carried on the county side. On the city side, a motion by Van Nieuwenhuisen and second by Gray passed by voice vote.
The staff recommendation and the lack of public opposition were cited by both bodies during their brief deliberations. No formal appeals, amendments, or additional conditions beyond those in the staff report were recorded during the meeting.
The joint meeting concluded after the vote; both the county and city sides moved to adjourn their respective portions of the session.
