He said the hearing of necessity had been approved May 4 and property owner notices were mailed. Commissioners questioned the choice of a 10‑year payment period — longer than the typical five‑year term for some public works assessments — and staff explained the term reflected the inclusion of paving costs in the role.
Following the assessment confirmation, the commission considered bids for the Wimbledon Phase 2 reconstruction (Oxford to Adams). Staff said seven bids were received and the low bidder was Angland Civil. The commission moved to award contract number 6‑26(W) to Angland Civil and to authorize the mayor and clerk to sign the agreement pending execution and compliance with insurance and bond requirements. The motion included the contractor bid amount plus a 10% construction contingency; staff stated the total with contingency as $2,753,428 in the meeting packet.
Commissioners discussed completion dates, staged milestones and liquidated damages to ensure timely work; staff and the city’s consultant confirmed substantial completion and final completion dates and explained $1,000 per day liquidated damages for delay are included in the contract specifications.
What’s next: Staff will execute the agreement after the contractor satisfies insurance and bonding requirements and will oversee preconstruction meetings and project inspections. Property owners assessed through the special assessment rolls will receive installments over a 10‑year period.
