Council approves $55,400 engineering award for Popular Creek sewer protection project

At the May 18 Vandalia City Council meeting, the council unanimously approved Resolution 26‑R31 to award preliminary engineering and design services for the Popular Creek Sanitary Sewer Protection Project to Choice One Engineering for $55,400.
Director Borton explained the project is intended to protect an exposed sanitary sewer near the east end of Popular Grove Drive that has become vulnerable because of creek erosion. The director said Choice One Engineering previously evaluated the site, provided a cost estimate in the city’s 2026 capital improvement budget and recommended proceeding with design work now, with construction planned for 2027. He also said the project will require a U.S. Army Corps of Engineers permit.
Councilwoman Dugan moved to approve Resolution 26‑R31; Vice Mayor Folk seconded. The roll call returned seven “yes” votes and the motion passed 7–0.
The city described this vote as authorizing design services only; the council did not authorize construction spending at this meeting. The project is listed in the city’s capital program with anticipated later approvals and permitting steps.
