The Alleghany County Board of Commissioners voted 4-1 to adopt a resolution concerning proposed House Bill 1089, a measure discussed by staff as relating to limits on combined property-tax rates. Rita Miller, the county's certified tax assessor, told the board the current statute sets a combined cap at $1.50 per $100 of assessed value and that HB 1089 is intended to put a cap or levy on what can be charged, although state details remain unspecified.
"We already have that. It's a dollar and 50 cents," Miller said, describing the current statutory limit and explaining the resolution was intended to advise state lawmakers of the county's position while the bill's shape remained unclear. Miller also said she recently met with Representative Pickett and Senator Hise, who indicated they did not yet know how the plan would be structured.
Commissioners approved the resolution by a 4-1 voice vote. The resolution asks state representatives to consider the county's views as legislative plans move forward and does not itself change county tax rate-setting authority. Miller said she would keep the board informed as legislative details emerge.
The board did not adopt any local tax rate changes during the meeting; the resolution pertains to a state-level bill under discussion in Raleigh.
