City Engineer Michael Severa presented the engineering reports: McCarthy Ranch, which covers 45 commercial and industrial parcels, has a FY26‑27 estimated budget of $468,800 and an assessment rate of approximately 3.83 cents per lot square foot (a modest 2.28% increase tied to materials, utilities and staff cost adjustments). St. Claire Horizons includes 98 residential parcels with a FY26‑27 budget of $66,785 and a per‑lot assessment of $538.32, slightly lower than the prior year.
A member of the public briefly spoke in favor of maintaining the levies to sustain district services. Council voted unanimously to confirm and levy both assessments.
What this means: The levies fund landscaping, irrigation, pedestrian lighting, gateway columns and related maintenance in the respective districts; staff said the McCarthy Ranch area has experienced recent copper thefts that affect lighting infrastructure and that the city is pursuing targeted repairs and options to harden vulnerable fixtures.
