Rock Springs council approves overtime tax policy, routine bills and several resolutions

The council considered and approved the Rock Springs Housing Authority bills and claims for Jan. 6, 2026; that motion carried with Councilors Thompson and Pedri abstaining. City bills and claims for Jan. 6, 2026, were approved unanimously. The salaries for Dec. 22, 2025, were approved, with an abstention recorded for Councilor Thompson.
On new business, the council adopted — by unanimous vote — a finance department policy that designates a 'no tax' treatment for overtime and compensatory time allocations. Councilor Zotti moved the measure and Councilor Thompson seconded; no discussion was recorded before the vote.
Among resolutions approved, the council unanimously adopted Resolution 2026-03, authorizing an amended lease between the City and the Rock Springs Renewal Fund, Inc., for the Broadway Theater main lobby, and Resolution 2026-04, approving a temporary employment agreement with Jeffrey A. Tuttle and authorizing the mayor to execute the agreement. Council members discussed the anticipated training period for the temporary hire, which staff said would likely run to mid- to late February.
The meeting opened with a proclamation declaring Jan. 9, 2026, Law Enforcement Appreciation Day. The police chief thanked the council and staff and underscored the department’s workload and priorities: "Our staff works 24/7, 365 to ensure a quick response to nearly 25,000 calls for service each year," the chief said, and thanked both sworn officers and professional staff for their work.
The council also opened a single bid for the Century West splash pad project from Cheni Landscaping (Pinedale, WY) with a total bid of $1,447,248; staff will review and return a recommendation. The meeting ended after first readings of several ordinances and an initial discussion of a zoning-map amendment; the body adjourned without additional votes on second-reading ordinances.
What happens next: staff will return recommendations on the splash pad bid and any items requiring follow-up; the zoning map amendment discussed at first reading will return to the council for continued consideration.
