The Washington City Council approved an ordinance granting a special-use permit to allow agricultural use at 1950 and 1960 Highway A that will permit the owner to keep one mule part-time behind the residence at 1960 Highway A.
Planning staff explained the two parcels are single-family homes zoned commercially and that zoning treats grazing and the raising of livestock as a special use when the animals are visible from the street. Staff recommended conditional approval tailored to limit impact (staff suggested restricting the site to one mule to keep the request reasonable).
Applicant Randy Paley addressed the council and explained he plans to keep the mule on the property to train it and, in the long term, operate a bed-and-breakfast that would offer mule rides. "I just like to have it there through the day and then keep it overnight," Paley said, adding he would keep the pen set back from the road and maintain the area.
Council asked clarifying questions about residency and use; no members of the public spoke against the permit. Council moved and adopted the ordinance introduced by Councilman Briggs; the permit was approved as presented.
