Dubois County sets no-fee fax policy for veterans and considers moving VSO to full-time

During the May 18 meeting, commissioners confirmed the Veteran Service Officer (VSO) office's newly installed fax/scanner may be used without charge for veteran-related business; the board said the service should be limited to tasks that fall within veteran services and the VSO should monitor paper and cost impacts and return to the board if usage becomes onerous.
Staff noted scanning to secure VA portals is available and often preferable for sensitive health records; county staff said a no-fee policy for veteran services is consistent with county support for veterans and that the VSO would have latitude to manage operations.
Commissioners also discussed a staffing proposal to convert the office from two part-time positions (approximately 28–30 hours per week) to a full-time VSO and a full-time administrative assistant (40 hours/week) to improve service continuity; commissioners were generally supportive of exploring the change and asked that the proposal be considered during the 2027 budget cycle with a possible effective start of Jan. 1, 2027, if approved.
Next steps: staff will include the VSO staffing proposal in upcoming budget discussions, provide usage data collected by the VSO to justify staffing changes, and return to the board with cost and operational details.
