Mayor said the city99s finances are "completely in the black" and described steps to attract investment, including a $100,000 community marketing grant from the Department of Commerce that the city will use to issue an RFP for a professional marketing campaign aimed at housing developers, brokers and retailers. "We applied for a community marketing grant94originally it was a $100,000 grant94we took some of that and sent us to ICS," the mayor said, referencing municipal outreach at industry conferences. He added the city has roughly $65,0009070,000 left from the award to spend on marketing and said the city subscribes to Placer AI for foot-traffic and daytime population data to demonstrate market metrics to prospective franchisees and developers.
The mayor framed marketing as part of a broader push after several years of fiscal restraint: "If you're not growing, you're dying. And we are not going to die," he said, noting new restaurants, prospective announcements from larger firms and volunteer-driven projects such as a recent Earth Day clean-up that drew about 12590130 residents and scouts.
During the same agenda item, councilmember Terry provided a detailed update on the Graham Community Building renovation funded in part by a community incentive grant and matched with Fund 67 proceeds and proceeds from sale of the gravel pit. Terry said crews have turned off gas service, removed most interior contents and plan a phased renovation. "We're going to be pulling out the entire floor of the main structure and coming back in with a concrete floor," he said, and listed planned improvements including an ADA restroom, a community-use kitchen to support small food entrepreneurs, preserved historic rafters and a bridal/groom99s room. He said Phase One (main floor) work aims for completion in about six months and Phase Two would be pursued in the next grant cycle.
