Board debates MSBA model policies on student media and library materials; legal guidance requested

Trustees debated whether to adopt MSBA's full model policy now or a narrower version given current practice and raised questions about "prior review" or principal-level approval versus protecting student First Amendment rights. Staff agreed to ask MSBA and district legal counsel for guidance and return with suggested language clarifying what constitutes —school-sponsored media— and how prior review should be handled.
On library materials (policy 606.5), staff proposed language that follows Minnesota Statute 134.51 and adds an explicit purpose statement that libraries "must not ban, remove, or otherwise restrict access to a book or other material based solely on its viewpoint." Staff recommended a formal reconsideration committee, a 20-working-day review target, and cross-references to the district's donation and disposal procedures. Board members debated whether the review committee's decision should be final or subject to appeal by the school board; staff will seek legal guidance and prepare a revised draft for the next meeting.
