The board revisited a previous request to place a second dumpster dedicated to C&D debris at the transfer station and noted the outstanding question of whether BCDS (the operator) should be reimbursed for an extra charge they paid. One commissioner proposed providing a credit against future dumpster use rather than issuing a cash refund, arguing it would avoid direct impacts on the operator's operating budget.
Commissioners asked staff to obtain the invoice showing what BCDS paid and to speak directly with Brandon (the site operator) and Heather (staff) so the county can determine the correct accounting treatment and implementation (credit vs. refund). The commission agreed that if the credit approach is acceptable to the operator, staff should document the crediting method and present the invoice at the next meeting.
No formal motion to reimburse was taken; commissioners directed staff to gather the invoice and discuss credit arrangements with the operator and the resident who raised the issue. The visit to the landfill and follow-up were assigned to a commissioner and staff to report back at the next meeting.
