Council Member Dukes proposed the pilot program as a modest, resident‑driven grant to support small projects tied to council priorities—economic investment, neighborhood revitalization, public safety and quality of life. City Manager Rogers said staff have the capacity to research policy design and budget implications and will return with a recommended framework.
Separately, Council Member Kim moved to direct the city manager to coordinate an Adams 14 DAC presentation for Aug. 24, 2026. Debate focused on whether the council should first meet the Adams 14 school board and whether 27J should also be invited; Kim cited a statutory basis for DAC as an independent, community‑led advisory body. The motion passed 5–2 with two excused absences.
Why it matters: The grant pilot could enable small, visible neighborhood projects and give residents a structured path to funding; the DAC presentation is intended to surface parent and student perspectives to inform city priorities such as workforce, public safety and youth engagement.
