Council keeps 100‑ft downtown buffer for food trucks, expands residential and parks access

The council and Planning Commission approved changes to the mobile food unit section of the zoning code on May 19 while preserving stronger downtown protections requested by local businesses.
Planning staff proposed easing some constraints so mobile vendors can serve private events and parks without a full zoning review; in residential zones mobile food units would be allowed up to six hours in a 24‑hour period and three times per year on private property without a special permit, with additional events requiring a council permit. Parks director approval will stand in lieu of zoning permission for parks uses.
Downtown stakeholders asked that the 100‑ft right‑of‑way separation from established restaurants be retained to avoid direct competition and reduce trash and restroom pressure on brick‑and‑mortar businesses; Planning Commission and council kept the 100‑ft rule after considering a staff compromise of 75 ft. The council approved the ordinance (planning 5–0; council 5–1 on final measure).
The ordinance also creates a pathway for longer‑term mobile food parks in specified commercial zones with manager, restroom and parking requirements and standard site‑development rules for signage, noise, lighting and floodplain compliance. Staff will publish guidance for permit applicants.
