The Gregg County Commissioners Court on Dec. 16 approved a change order for the Gregg County parking‑facility project (RFP 2022‑15) that county purchasing staff said yields a project savings of about $1.418 million.
Purchasing staff cited Section 262.031 of the Texas Local Government Code — which requires court approval for change orders on county construction projects — and described the savings as the product of coordinated project management and negotiation. "This outcome reflects a well‑managed project and the coordinated efforts of numerous Gregg County officials," staff said.
The court also handled a series of routine, unanimous actions by voice vote: reappointments to local Emergency Services Districts (ESD No. 1 reappoint Richard Lee; ESD No. 2 reappoint Mike Clemens, Jennifer Phillips and Greg Kquit; ESD No. 3 reappoint BH, Joe Bob Joyce and Lori Wallis), a $3,330 budget transfer to outfit a newly purchased pickup for Constable Precinct 2, and approval of the commissioners court minutes for November 2025.
Elections staff reported that Democratic and Republican party chairs agreed to hold a joint primary on March 3, 2026; the court approved a joint resolution authorizing county elections officials to proceed. The court also authorized the county auditor to sign required electronic documents for the 457(b) plan with Nationwide Retirement Services after staff explained the vendor now requires e‑signature processes.
All of the listed items were approved by motion and unanimous voice votes. Several commissioners thanked staff for the work that produced the parking‑facility savings and asked for continued oversight as contracts move to completion.
The court adjourned to remaining business after acknowledging the Gregg County Sexual Assault Response Team annual report; staff noted possible future discussions about consolidating some SART functions with Harrison County because of shared hospitals and resources.
