Nampa council adopts $14.7 million FY26 budget amendment to roll over projects and accept grants

The Nampa City Council unanimously approved its first FY26 budget amendment on May 21, authorizing $14,742,226 in additional appropriations largely to roll over prior‑year projects and to accept new grant awards.

Finance staff explained that roughly $6.5 million of the amendment reflects new or amended items and that $4.6 million of the total is new grant funding for airport, stormwater and streets projects. Other items cited in the staff presentation included a police vehicle (~$91,000) ordered in the prior year, water renewal equipment (~$1.5 million) that arrived this year, streets projects and transfers for capital projects such as the NPC Civic Center sound system and theater seats.

Staff said the amendment is primarily an accounting of funds already committed or awarded and that it does not increase property taxes. The finance presentation noted ARPA rollover funding for specific water projects and reminded council that ARPA funds must be spent by the end of calendar 2026.

Council opened the public hearing portion of the item and no members of the public signed up to speak. Following staff remarks and brief council questions, the council voted to close the public hearing and approved the amendment on a roll‑call vote.

What this does: the amendment reclassifies and authorizes carryover spending for previously budgeted capital work, accepts new external grants, and aligns funds to the correct departmental accounts so projects can proceed. Staff said many projects already have vendor commitments; the amendment gives them the budgetary authority to complete work.
