Commissioners approve KDOT frontage-road work limited to county portion on Lorraine Street

Cheyenne County commissioners on Monday approved an agreement with the Kansas Department of Transportation to move forward with the county portion of a previously proposed 2-inch mill-and-overlay on the frontage road along Lorraine Street.

The county attorney told the board that the city declined to sign the earlier joint contract, but KDOT was willing to proceed just with the county portion — the stretch near the car wash. "K DOT was receptive to just doing the county portion, which is Lorraine Street down by the car wash," the county attorney said during the meeting. Commissioners voted to accept the KDOT proposal so work could begin the following Monday.

Under the arrangement described in the meeting, KDOT will complete the mill-and-overlay work and then deed the frontage road to Cheyenne County, which will assume responsibility for maintenance. The attorney said the contract preserves the same general terms and conditions as the original agreement, but removes the city as a contracting party. Commissioners also discussed approach and intersection work where the county and KDOT limits meet; the county attorney said the contractor will coordinate with KDOT to determine whether the full intersection or only the east side will be included. The attorney added that if deeper repairs are needed in places beyond a 2-inch mill, KDOT's contractor has authority under the agreement to go deeper and fix them.
