Resident appeals cargo‑container order and raises floodplain concern; council asks staff to investigate

During the call to the public at the Apache Junction City Council meeting on May 19, resident Sheila described a months‑long effort to comply with planning and zoning rules for a cargo/storage container delivered to her property. She said she owns two parcels, that updated flood maps and setback rules created constraints and that staff required the container to be elevated 4 feet or placed 10 feet from the property line. Sheila said she has limited space, no garage, has been unable to secure a variance and faces a hearing on June 22.

Sheila asked the council to address what she called an onerous process that has required repeated site measurements and trips to the planning office. The council responded by directing staff to investigate the case: a council member asked staff (addressed to Brian) to look into the cargo‑container enforcement and said the situation “is unacceptable in our development services department.”

Separately, Donna Carr used call to the public to raise regional water concerns, referencing large land purchases, agricultural withdrawals and questions about how water from deep mine shafts might be diverted. She described worries that neighboring wells could be affected and raised potential impacts from water‑intensive developments.

Council members acknowledged the public comments and asked staff to follow up on the container situation; no formal variance or enforcement decision was recorded at the meeting. The resident who reported the container gave an address during her remarks (2145 North Star Road) and said she had documentation of her efforts with planning staff. The June 22 hearing referenced in the comment remains scheduled and was not resolved during the meeting.
