The Leonardtown Planning & Zoning Commission voted to recommend that the Town Council grant concept site‑plan approval for a proposed four‑story, 70‑unit senior living facility on Cedar Lane.
Planning staff told the commission that the applicant’s concept site plan (Case 16‑26) was annexed into the town on Sept. 2, 2024, and that the project meets the town’s parking requirement (the plan shows 107 spaces where 105 are required). Staff said the proposal has received concept approvals from St. Mary’s County Public Works (May 7, 2026) and the St. Mary’s County Soil Conservation District (April 16, 2026) and is consistent with provisions of the Town of Leonardtown 2025 comprehensive plan. “Staff recommends that the planning and zoning commission recommend this project to town council for concept approval,” planning staff said.
An applicant representative asked for a project‑name clarification for the record—requesting the development be called “Evergreen at Cedar Lane” to avoid confusion with another similarly named development—and planning staff confirmed that the town’s Ordinance No. 160 allows the town council to grant the additional building height requested under the ordinance’s RMF provisions. Planning staff also said additional buffering and plantings will be required between the new building and an adjoining private residence; the staff comment will be addressed in the final design and landscape details submitted during the final‑design stage.
A commissioner moved and a colleague seconded to forward Case 16‑26 (Evergreen at Cedar Lane) to town council with a recommendation for concept approval. The commission voted by voice to recommend the concept site plan be approved and forwarded to the council for the PUB process and final design review.
The immediate next steps are for the applicant to prepare final design drawings and any required detailed buffer cross‑sections for staff review; town council will make the final decision in its PUB process. The commission’s recommendation does not itself grant final permits or construction approvals.
