During general public comment, Arthur David Olsson of Ward 4 told the council that in 2024 there were 13 candidates required to file three finance reports each (39 total) but that only 38 reports are available on the city’s website. He said the missing filing is a final report and that at least one posted final report documents roughly $2,700 in cash donations and about $2,200 in expenses but shows zero for disposition of surplus.
Olsson said he contacted the Board of Elections in April and October 2025 and received no response. "There's no point in having laws that are neither adhered to nor enforced," he said, and proposed repealing the city's campaign finance laws to reduce administrative burden and align requirements with practical enforcement.
No council action or staff response was taken during the public-comment period; council and staff acknowledged the statement and moved on to scheduled agenda items. The council did not direct staff to open an enforcement inquiry during this meeting.
