District launches facilities master plan; community meetings planned in May

District staff briefed the Citizens' Bond Oversight Committee on the newly launched facilities master plan (FMP), which will collect districtwide facility-condition data, evaluate educational adequacy and solicit community input for prioritization.
Ellen, presenting the plan, said the FMP combines enrollment and capacity analysis with condition assessments and a community-values process to develop options for deferred maintenance, operational efficiencies and potential future bond priorities. "The plan is for fall," Ellen said when asked for a target completion date, and staff added that facility-condition assessments are expected in late May.
The district has posted a community survey on the FMP website (wccusdFMP.net) and is scheduling community meetings in May; staff said the first round of outreach will aim to surface common themes and community priorities to guide project options. The FMP team will also conduct educational-adequacy reviews to assess specialty program needs (for example, whether Career Technical Education labs have necessary utilities or whether transitional-kindergarten rooms are appropriately designed).
Committee members pressed staff on how the outreach will reach diverse neighborhoods and students. Staff said they plan a two-step engagement process including surveys, focus groups with departments and targeted meetings; they noted constraints on funding for extensive translation, child care or food at meetings because many facility funds are restricted.
Don offered public comment recounting the history of past master-planning exercises and urged the committee to protect the integrity of the prioritization process, noting prior instances where volunteer recommendations were altered by board action.
Staff said the FMP is intended to produce prioritized, districtwide recommendations that can inform maintenance plans and potential future funding decisions; however, the district cautioned that pursuing new bond measures will depend on debt capacity, cash flow and broader financing constraints.
