The Spencer County Fiscal Court approved the first reading of the proposed fiscal-year budget during its May 4 meeting, allowing the document to be submitted to the Department for Local Government for review and beginning the public-advertising process.
The judge’s office said the draft budget includes a 2.7% pay increase for county employees (excluding elected officials and certain offices), continued operating and maintenance plans for EMS and the sheriff’s office, and funding lines for completed projects such as the pavilion and the farmers market. Court members discussed the county’s caution on the 65% spending rule for the first six months of the budget year, noting that some funds (for example a jail fund) can exceed that percentage if covered by available balances.
Court members voted to approve the budget’s first reading so it can be submitted to state reviewers, advertised and returned for final adoption after possible adjustments. County staff said adjustments may be made after review but that approving a first reading by the court is necessary to meet the June 1 timing requirements for hearings and DLG submission.
