County approves parks contract, accepts $4M senior‑meals grant and applies for road and water funds

Parks Administration building contract: Purchasing and Public Works recommended Aztec Construction, Inc. as the best value bidder for the El Paso County Parks Administration building (CSP26‑00003). The court authorized the county judge to sign the AIA A101‑27 standard form agreement in the amount of $3,280,000 (contract 2026331) using GO Bond A19 funds after a motion carried in open session.
Senior meals/community kitchen (CPF): The court authorized acceptance of a $4,000,000 Community Project Funds (CPF) grant to build a multipurpose kitchen and program offices at the Isleta Annex (contract 2026357), and authorized the county judge to sign the award documents. County staff (Irene Gutierrez, community services) said the facility will support congregate senior meals, emergency meal capacity and program offices; match funding was identified as CO2B tax note funds.
Safe Streets and Roads for All (SS4A) grant application: Public Works presented an FY26 SS4A application to USDOT requesting $1,461,152 (80% federal) with a local CRRMA/VRF match of $365,288 to design and construct traffic signals at two intersections identified on the high‑injury network (Vista Del Sol/Paseo del Norte and Rojas/Bill Burnett). Public Works projected a reduction in angle crashes and serious‑injury crashes at the treated intersections and said the RMA will provide design and construction management under interlocal agreement; the court approved submitting the application.
HB500 water infrastructure application — East Montana rehabilitation: Commissioner Butler and Public Works described an HB500 application (Texas Water Development Board) to fund rehabilitation and looping of the East Montana water system, add storage tank capacity, reduce water loss and meet TCEQ standards. County staff engaged an on‑call engineering firm (CEA Group) to prepare the competitive application; the court authorized the related work order to proceed.
Budget and audit items: The auditor presented a routine six‑month overages/shortages summary and the court approved a budget amendment transferring funds within the jail annex budgets ($6,569 from maintenance/repairs to equipment and $9,944 from commissary operations to equipment) to cover central‑control monitors and an AED cabinet.
