Planning staff summarized the case history, noting that the Planning Commission initially asked to table the rezoning but later issued a favorable recommendation after additional review. Developer representative Bridget Grant of Moore & Van Allen said the developer was available to answer questions.
After limited council discussion, Ms. Shoemaker moved to approve the rezoning and Mr. Reeves seconded. The council recorded the vote by show of hands: yes votes from Mr. Meadows, Ms. Shoemaker, Mr. Brooks, Mr. Reeves and Ms. Harris; Mr. Greg voted no. The motion to approve passed.
On the annexation petition submitted by Alyssa Gryce and (originally) William Stewart Jr. (later revised to SJS of NC LLC), staff attorney Ms. Anders outlined the proposed annexation and an annexation and system development fee agreement requiring developer‑constructed transportation improvements, a greenway easement, water and sewer options, a study of the collection system, and a payment to the rural fire department for statutory debt assumption. The draft ordinance listed an effective annexation date of June 30, 2027, but council members expressed a desire to see completed, fully executed agreements before adopting the ordinance.
Ms. Shoemaker asked to postpone the annexation vote until the agreements were finalized; the council agreed and directed staff to place the item on the next week's work session agenda to allow time for execution of documents and for staff to present any requested clarifications.
