The Lake City Council voted May 18 to change an approved ADA remediation specialist position into an ADA/Risk & Safety director and to move existing budgeted funds to cover the role.
Miss Billy Joe Bible presented the job description and explained the request to create a director-level position that would cover ADA compliance and related risk-and-safety duties. Council members noted the federal ADA deadline for remediation recently was extended and that the city had budgeted a remediation position previously at a lower salary.
Council members pressed staff on placement (whether the position should sit under the city manager or remain in the clerk's office), pay grade and funding. Staff said the previously approved remediation position had been budgeted at about $55,000; the proposed director position was budgeted on pay grade 18 with a salary range from $71,500 to $90,587 plus benefits. Rosenthal and finance staff said funding would come from the clerk's budgeted ADA remediation amount plus the unfilled grant-writer position; any additional funding moves would be handled in a year-end budget amendment.
After discussion, the council voted to approve the requested change; Councilman Jernigan cast the lone dissenting vote. Council asked that human resources create the position and that staff return with any necessary budget amendments when funds are moved.
Next steps: HR to post/create the position; staff will track funding movement and include required transfers in the year-end budget amendment if needed.
