The Columbiana City Council voted unanimously at its regular meeting to approve a package of land‑use, transportation and finance items.
Council members suspended the rules and approved four rezoning ordinances (Z03‑12‑26, Z03‑12‑26A, Z03‑12‑26B and Z03‑12‑26C), which reclassify parcels at 360 and 300 Gibson Farm Road from "no zoning" to A1 and 100 and 101 Hickory Street from "no zoning" to R1. The public hearing on those requests was conducted earlier in the meeting; the hearing was limited to testimony for and against and closed before the council voted to adopt the ordinances as a group.
In a separate one‑reading action, the council adopted Ordinance 05‑26‑03 to permit and regulate low‑speed vehicles and golf carts on designated city streets. Officials said the city will publish a map and rules and that owners must first obtain the state tag through the county Department of Motor Vehicles and then register the vehicle with Columbiana for a city sticker before operating on approved routes.
The council also approved Ordinance 05‑26‑04 to authorize issuance of a sewer revenue warrant tied to a loan from ADEM (Alabama Department of Environmental Management) for the city's sewer improvement project. The meeting record lists the warrant amount as $5,690 and describes this as the final ADEM loan for the project; council approved the ordinance and a roll call in the meeting record shows 'yes' votes recorded for named members during the vote.
Council approved Resolution 05‑26‑05 authorizing the mayor to sign a memorandum of understanding with the Middle Alabama Area Agency on Aging to provide nutrition services for the Columbiana Senior Center, including Meals on Wheels.
During public comment the police were commended for steps to reduce noise from modified truck mufflers. Police reported continued enforcement, use of speed radar equipment loaned by the sheriff’s office on North Main, and that citations and, in some cases, impoundments are being used to enforce vehicle and roadway rules. Officials emphasized that fines and other penalties are set by the court.
