Resident asks Pine County for written answer on zoning enforcement at cannabis operation

At the start of the meeting, resident John Degray Wells used the public forum to press the county for a written explanation of which government body enforces local zoning after raising multiple alleged compliance failures at a nearby cannabis operation.

Wells said the operation had an interim-use permit but lacked required plan elements such as rainwater collection ponds and that greenhouse ventilation and orientation did not match zoning language. He also said he had video evidence showing nightly field lighting that illuminated trees on neighboring property and reported towers and solar panels installed in setbacks and county right-of-way without permits. "So, when are you going to follow your ordinances?" he asked, requesting an official, written response.

County staff were described as having discussed some matters with the township clerk, but Wells said he had not received written documentation. The acting chair acknowledged the concern and said staff would take public forum items seriously and follow up. No formal action or vote on enforcement was taken at the meeting.

Wells' remarks were taken during the public comment period; staff direction from the meeting was for staff to receive the complaint, investigate jurisdictional responsibilities and follow up with the resident. The board did not make an enforcement determination at the meeting.
