Kandiyohi County approves 3% rate increase for semi‑independent living services contracts

Kandiyohi County approved a staff recommendation on May 19 to increase semi‑independent living services (SILS) contract rates by 3%, raising the uniform provider rate to $39.14 per hour for the July 1, 2026–June 30, 2028 contract term.
Melissa Elgusen explained SILS provides supports for adults with developmental disabilities or related conditions to help them engage in community living (transportation, social activities, personal care, money management). The program is funded 85% by the state and 15% by the county lead‑agency match. For 2026 the state allocation is $32,843 and the required county match is $5,796, giving a total pool of $38,639. Elgusen said three providers in Kandiyohi County (REM, South Central, Presbyterian Family Foundation and Divine House) receive the uniform rate and that about four individuals were currently being served.
A motion to adopt the rate increase was moved and seconded and the board approved it by voice vote.
