Christa Krupa, environmental specialist, told the board the application is essentially unchanged from the 2024 approval but the site plan was updated after the acquisition of an adjacent 40‑acre tract to the east. The planning commission’s review focused on safety and dust‑control measures; those concerns are addressed in conditions 4 and 6 of the draft minutes.
The planning commission had unanimously recommended approval following public testimony raising similar concerns to those heard in 2024. A motion to adopt the planning commission recommendation passed by voice vote.
If the county issues the conditional use permit, the conditions will govern operational measures the club must follow; the county will monitor compliance through its standard permitting enforcement processes.
