The Common Council approved a set of four related land‑use actions to allow a planned unit development by Lush Urban Sustainable Homes on the north side of town along Stratford Road.
Jim Ranki, the staff presenter, described the package as a zoning amendment to add a PUD overlay for roughly 1.75 acres (ZPU‑25009), a PUD agreement for a 12‑unit, two‑family development (six duplex buildings), a certified survey map dedicating municipal easements for storm sewer, and a developer agreement setting rights and restrictions for utilities and shared driveways.
Council members asked clarifying questions about utilities and architecture. One member raised concerns about stair design in the developer's renderings; staff and the developer replied the drawings were illustrative and that final construction must comply with building code and ADA requirements. Staff said utility design changes had been narrowed during plan revisions and that the layout, setbacks and access remained essentially the same as the plan-commission approval.
Council process and vote: Each of the four items was moved, seconded and approved by voice vote.
Why it matters: The approvals clear the way for a 12‑unit addition to the city’s housing stock on Stratford Road and include municipal easement dedications for a storm‑sewer relocation the developer will construct and the city will maintain.
