Staff outlines next steps for One Harrisburg land-use plan; small-group map reviews targeted for June

Staff provided a status update May 19 on the One Harrisburg planning process and the proposed land-use map. The presentation said staff attended a steering-committee meeting April 22, provided suggested adjustments to the consultant’s land-use map, and received the consultant’s responses.

Ms. Adams described next steps: staff plans to schedule small-group meetings in June to review the proposed map with the town manager, select council members, and planning staff. “We’re going to review those and hopefully begin to schedule small group meetings as soon as June is the target goal,” she said. Staff said the consultant had taken the board’s earlier comments into account and that small-group sessions would allow more focused review of the proposed land-use designations.

During the presentation staff explained the review process for zoning and development review: formal applications are submitted to the town, the planning board provides recommendations, and Town Council makes final decisions. Ms. Adams noted the board’s advisory role for the Harrisburg Area Land Use Plan (HALUP) and cited UDO and statutory sections that guide referrals and plan consistency reviews. She also listed partner agencies and consultants involved in reviews, including Kimley-Horn for transportation analysis, NCDOT for road feedback, Cabarrus County offices for soils and utilities, and the Development Review Committee for interdepartmental review.

Board members asked who would attend the small-group meetings; staff said the town manager and a few council members are expected and that planning staff will participate but that final participant lists have not yet been confirmed. No formal action or vote on the One Harrisburg plan occurred at the meeting; staff presented the procedural next steps and a timeline for focused review.
