Copperas Cove council approves consent items, appoints Saucier to library board, donates surplus air packs and clears $34,153.88 Chamber payment

The Copperas Cove City Council on May 19 approved routine consent items, confirmed a new library advisory board appointment, authorized a surplus-equipment donation to a volunteer fire department, and approved a Chamber of Commerce Visitors Bureau payment.
Consent agenda: The council approved F1–F7, which included acceptance of the city council workshop and regular meeting minutes for May 5, authorization for a professional services agreement with Axon Enterprise Inc. for police equipment, a local on-system improvement agreement with TxDOT for roadway work connected to the city’s solid-waste complex, award of a lift-station rehabilitation contract (PW2026-4-83) to Pierce Service LLC, and acceptance of the quarterly investment report (resolution 2026-17). Ms. Hogan made the motion to approve the consent agenda and Mr. Hart seconded; the motion carried.
Library Advisory Board: Staff recommended and council appointed Lou Ann M. Saucier to fill a vacant position on the Library Advisory Board. Jeff Davis, director of human resources, introduced Jessica McCart as the city’s new Library Director, who was present in the audience. Ms. Trofas moved to appoint Lou Ann M. Saucier; Ms. Hogan seconded, and the motion carried.
Surplus equipment donation: Fire Chief Doug Matteson requested council declare several older MSA air packs and related bottles and equipment surplus and authorize donation to the Central Bell County Volunteer Fire Department, which can use parts of the older model. "We're looking to donate some personal property or MSA air packs that have met their end of life," Matteson said. Mr. Galloway moved the surplus declaration and donation; Mr. Hall seconded and the motion carried.
Chamber Visitors Bureau payment: The Chamber president notified staff she could not attend and asked to postpone the full presentation; staff summarized quarterly activity. Staff said the new visitors guide is in statewide distribution, a mural-tour brochure and tourism trifold are in progress, and Rabbit Fest drew strong attendance. Staff reported approximately 15,000 downtown visitors during the Christkindlmarkt period and about 3,200 people on the parade route — a 32% increase over the prior comparable event. Council approved an eligible payment to the Chamber not to exceed $34,153.88 for qualifying tourism-related expenses on a motion by Mr. O'Brien and a second by Mr. Hogan.
The council took these actions in open session; no separate public hearing was held on these items.
