Chair read the resolution that would rescind and replace Articles 1–7 effective Aug. 1, 2026. Cecilia (committee member) summarized that the regulation & ordinance committee reviewed the draft, clarified definitions (including dangerous vs. vicious dog distinctions), and recommended the internal wording changes. Melissa and Patty (staff) said outreach to regulated communities is planned and a public meeting would be scheduled before the county board hearing to allow 30 days of public review.
Cecilia said the committee adopted the proposal to minimize duplicate responses between municipalities and the county and to make fee timing and reinstatement rules clearer. Melissa told the board staff will collect public comments at a scheduled meeting and summarize them for county board consideration; depending on the number and substance of changes requested, the timeline could move into September.
Miss Carman moved to send the ordinance revisions to the county board for adoption; Miss Gaffne seconded. Because the ordinance included monetary items, the board held a roll-call vote. The roll call recorded all present members voting yes (roll-call list recorded on the record) and the motion passed. Staff will publish the proposed ordinance, hold public comment sessions and forward the final recommendation to the county board.
