Councilmember Monica Rodriguez asked that positions and first-response vehicles be included in Exhibit H with the understanding that any expansion would be contingent on ballot measures and sustainable funding. She said the city must prepare firefighters to respond to new hazards such as lithium-battery vehicle fires, which can reignite and require specialized response tactics, and proposed directions to ensure training and equipment are front of mind for the department.
Councilmember Park urged the council not to rely on a future ballot measure as a substitute for current firefighter staffing; after the Palisades fire she argued that LAFD needed immediate investment for staffing and equipment rather than waiting for voter approval.
Budget Committee Chair Yaroslavsky noted that several Exhibit H items are appropriate to vote on today but that the committee’s process requires prioritization and department coordination before any funds are expended. Council approved motions adding certain items to Exhibit H and directing the CAO and departments to return with implementation details and prioritization criteria.
The discussion highlighted a key procedural tension in the budget: Exhibit H lists potential uses of new ballot-driven revenue and, by design, defers some funding decisions until voter approval; some members argued that critical safety positions should instead be funded in the base budget immediately.
