The Beluxy City Council on May 19 voted to deny a conditional-use request to authorize a convenience store with fuel sales and two tenant spaces at 416 Pops Ferry Road, a heavily trafficked intersection near multiple schools.
The request had been denied at the planning commission stage, and multiple residents urged the council to uphold that decision. ‘‘Approving this would signal high‑traffic uses can be placed at constrained intersections,’’ said Kristen Manners, a property appraiser and resident who asked the council to reject the application. "I strongly oppose this project," she added.
Council members cited maneuvering concerns for fuel-delivery trucks and the intersection’s existing congestion — issues that, they said, would be magnified during school drop-off and pickup, and when the Pops Ferry bridge is under repair. Councilmember Creel asked fellow members to support upholding the planning commission's denial, and Mr. Tisdale and others reiterated public-safety and traffic concerns.
The council voted to deny the conditional use; the clerk recorded the motion as carried with the shorthand "Motion carries. 6." Planning-commission minutes and the council record will be the official record of the denial.
Next steps: the denial prevents the proposed use at that site unless the applicant revises the plan, addresses the access and safety concerns, and wins approval on a future application. Council members asked staff to keep the community informed about the status of permits and any future applications for the property.
