Kootenai County approves landfill bid and advances airport projects including FAA tower MOU

Solid Waste Director John Phelps presented the bid opening for Fighting Creek Landfill (Bid No. 2026‑11), announcing base and alternate totals and asking the board to acknowledge receipt of bids so staff can complete evaluation and award. “This bid opening is for the upcoming landfill east expansion phase project,” Phelps said in presenting the results. The commission acknowledged the bids and the matter will proceed to award evaluation.
Airport staff asked the board to award several procurement items. Kim Stevenson described a low‑bid award request for snow and multi‑use equipment (project amount cited in the record) and noted funding is largely reimbursable through FAA/ITD programs. The board approved the award by motion.
The board also voted to award the Taxiway A construction Phase 2 contract to Interstate Asphalt for the bid amount recorded at the meeting. Stevenson said the taxiway project is about 95% grant funded, and commissioners approved the award without recorded roll‑call tallies in the transcript.
Airport staff described a memorandum of understanding to apply to the FAA’s contract tower program (work order 26‑001). “Once we hear back from the FAA, we’re hoping to come back with an actual contract to enter the program,” an airport representative said. Commissioners approved staff moving forward with the MOU and related grant addenda. Separately, staff presented Addendum No. 2 to an AIP SP‑25 ITD grant for runway lighting/current regulator work; the addendum was described as 100% reimbursable from the state division and approved by the board.
The actions taken are primarily approvals to proceed with procurement awards and grant‑funded airport improvements; the landfill bid opening was acknowledged to allow contract evaluation and eventual award.
