Mooresville approves FY2026-27 CDBG action plan, allocates $236,717 largely to affordable housing

At its May 4 meeting the Mooresville Board of Commissioners adopted the FY2026-27 Community Development Block Grant (CDBG) annual action plan. Planning Director James Kohley briefed the board: the town27s CDBG allocation for 2026-27 will be $236,717, slightly higher than the prior year27s $234,527.
Kohley said the recommended action plan allocates 85% of CDBG funds to affordable-housing initiatives and 15% to administration; public-service caps remain at 15% of the allocation. He said CDBG funds are annual allocations with no local match requirement and must be spent within the program year and that the activities must meet one of HUD27s national objectives (low- and moderate-income benefit, slum/blight elimination or emergency situations).
After a brief public hearing with no speakers, the board voted unanimously to approve the action plan and allocate funds to administration and eligible affordable-housing activities such as critical home repairs. Kohley said the town will hold additional related public hearings through the fiscal year, including a consolidated annual performance and evaluation report in September.
Next steps: Staff will implement the plan, accept eligible project proposals, and process any HUD-required amendments if new projects arise after plan approval.
