Franklin County hires consultant to relaunch jail population review to reduce recidivism

Franklin County commissioners on May 19 adopted Resolution 32426 authorizing a $57,200 professional services contract with Jessica Gerwin to support a relaunch of the Jail Population Review initiative.
Ernest Stockton, director of justice policy and programs, said Gerwin will lead the relaunch and provide administrative and direct services to individuals identified as high users of jail, emergency and behavioral health crisis services. "Miss Gerwin has extensive experience working in human services and recovery fields... Her professional experience combined with her knowledge of the continuum of care in Franklin County will be instrumental in helping us to relaunch the jail population review 2.0," Stockton said.
Commissioners and county administration discussed the initiative’s goals: reduce jail population and racial disparities, strengthen coordination with the Franklin County Crisis Care Center, and improve data gathering to identify drivers of repeated incarceration. County Administrator Kenneth Wilson said coordination with the Crisis Care Center and the sheriff’s office will be important to ensure returning neighbors have wraparound supports and do not return to jail. "We want to make sure that there is a tight coordination with the Franklin County Crisis Care Center," Wilson said.
Commissioner comments emphasized data collection and community engagement, including a planned "soul talk" to gather qualitative insight from returning citizens and service providers. The board approved Resolution 32426 to fund Gerwin’s work and relaunch the committee.
