The Topeka Planning Commission voted to approve Shorty Estates No. 2, a 4.4-acre replat that will create 21 detached single-family lots with public streets and extensions of water and sanitary sewer mains.
Michael, a planning department staff presenter, told the commission the preliminary plat meets R2 lot standards and is consistent with the previously approved planned-unit-development master plan. He said the stormwater solution for the subdivision relies on landscaped stormwater management easements rather than detention basins and that staff does not anticipate substantial changes to lot configuration as the stormwater plan is finalized. "This plat will create 21 lots for detached single family homes with public streets and extensions of water and sanitary sewer mains," Michael said.
Applicant consultant Lance Onto of Professional Engineering Consultants confirmed there were no substantial changes from the PUD master plan approved by the governing body in November 2025, and said the design team had refined the stormwater approach to meet quality and quantity requirements. "As Michael said, my name is Lance Onto with Professional Engineering Consultants," Lance said while introducing the applicant team.
Commissioners asked whether anything in the current submittal differed from the version seen in October; Michael replied the major change was the addition of the stormwater management easements and that staff had discussed the plan with the city's stormwater engineer, Zach Stevie, who did not anticipate major revisions. There were no public speakers recorded on the item.
The commission moved and seconded approval and recorded the vote as "motion passes 9'0" (nine yes, zero no). The approval was forwarded to the governing body with a condition requiring final acceptance of the stormwater management plan prior to city council consideration.
The commission's action advances the subdivision to the city council stage; staff and the applicant said any minor stormwater adjustments would not substantially change lot layouts.
