Carrie Leky, lead consultant, said the changes are largely formatting, organization and clarification, with several substantive adjustments to better align fees with scope and to limit extreme costs charged on some projects. The presentation noted new per‑square‑foot valuation for decks ($45/sq ft) and proposed maximum fees intended to reduce very high charges previously encountered on some homeowner permits. The revision also separates out commercial plumbing state plan‑review impacts and clarifies conditions for reissuance of expired permits (state code requires permits expire after 180 days of inactivity).
Council members repeatedly asked staff to replace the word “valuation” with “scope of project,” and staff agreed to that language change. Members also discussed maximum fee figures and the desire to avoid deterring homeowners from pulling required permits. Staff said the proposal includes maximum caps for commonly pulled permits (ex: decks, accessory buildings, basement finishes) and that the detailed ordinance and fee comparison will be posted for the required statutory notice period before the council formally acts.
The committee requested additional comparisons and said staff should bring the final draft to the full council for posting under the statutory 10‑day notice requirement.
